Brazoria County Emergency Services District No. 3 (BCESD 3) has developed a comprehensive strategic plan to ensure that EMS operations continue to meet the needs and expectations of the community for years to come. The mission of BCESD3 is to safely deliver the highest quality of emergency care through operational excellence, expertise, and innovation with compassion, integrity, and dedication. Furthermore, to be the leading response organization that provides the highest level of care, education, and injury prevention to our community. 

 

“This project intends to provide the district with a systematic, comprehensive approach to evaluate the community needs and expectations, identify strategic priorities, and define a timeline for critical action and resource needs," EMS Chief Timothy Welch said. “The strategic plan for EMS operations also includes additional recommendations about the level of district involvement in those operations and opportunities for optimizing cost-effective service delivery.” 

 

BCESD3 has identified six initiatives to assist the district with ensuring it is adequately prepared for future growth. These include technical competence, funding, staffing, communication, physical resources, and public outreach. Strategic planning is a collaboration between the Board of Commissioners, Executive Leadership Team, Community EMS Focus Group, and the Strategic Planning Team for EMS Operations in BCESD3.

 

Technical Competence Initiative 
To conduct an internal analysis of staffing needs and deliver a completed analysis to all service providers, assess credentialing, and develop recommendations for a consistent credentialing process.

 

Funding Initiative
Develop a cooperative purchasing system and provide recommendations for the development of a procurement plan and evaluate alternate funding resources for growth and system expansion. 


Staffing Initiative

Long-Range Staffing Planning and Implementation

Develop a long-range staffing plan and provide recommendations for an improved staffing model, develop long-range professional development and succession plan to improve staff retention, and develop leadership development plans and programs. 

 

Communications Initiative 
Develop and sustain an EMS strategic planning process, research improvements to the dispatch process, and improve internal communication processes and transparency. 

 

Physical Resource Initiative 
Develop a long-range capital plan for facilities, apparatus, and equipment.

 

Public Outreach Initiative
Improve public education and community outreach and improve interagency cooperation.
