State Representative Jeff Barry Meets with County Leaders

BCESD3 appreciated the opportunity to host this meeting, and we look forward to participating in the conversations that lead to real change. Coordination, collaboration and continued dialogue for the betterment of the communities we serve.

From State Representative Jeff Barry:

Monday I had the opportunity to sit down with county leaders, developers, MUD representatives, engineers, and emergency services officials for an important conversation about growth in Brazoria County.

One thing is clear: growth is coming, and in many areas it is already here. The question is not whether Brazoria County will continue to grow, but whether we are planning well enough to make sure our residents have the public safety, infrastructure, and services they deserve.

We talked about some real challenges, including law enforcement coverage in high-density developments, fire and EMS response times, drainage, flood control, and the long-term pressure growth places on roads, utilities, and water resources. We also talked about the gap between what residents expect when they move into a new neighborhood and what county government can realistically provide under current law and funding limits.

What I appreciated most was the honest discussion. Everyone in the room understood that these issues are bigger than any one group. County, MUDs, ESDs, developers, and local leaders all have a role to play, and better coordination has to be part of the solution.

A few things stood out to me:

We need earlier communication between developers, emergency services, and county departments.

We need smarter planning for fire, EMS, law enforcement, drainage, and water needs before problems arise.

We need to keep pushing for practical solutions that protect residents without slowing responsible growth.

We need consistency, clarity, and accountability for the people who call Brazoria County home.

This was a strong first conversation, but it will not be the last. Our residents deserve communities that are safe, well-planned, and built to last, and I’m committed to continuing this work with everyone at the table.

Thank you to everyone who took the time to join the discussion and share their perspective. We’ve got more work ahead, and I’m ready for it.

Last Friday afternoon was a great one for the BCESD 3 EMS Division for our meet up with Manvel High School students at Weekley’s Shaved Ice and Snacks. The EMS Chief had fun treating this great group of students and our team to snow cones and snacks.

BCESD3 Recognized for Pre-Hospital Excellence

On March 9th, BCESD3 EMS was recognized for Pre-Hospital Excellence.

We recognize the extraordinary work of Brazoria County ESD 3 and the paramedics who responded to a devastating accident. Incidents like this remind us of the difficult reality of emergency services, sometimes despite the very best efforts of highly skilled professionals, injuries are simply too severe to overcome. But what also becomes clear in these moments is just how powerful the work of EMS can be.

On this call, the paramedics from Brazoria County ESD 3 arrived to find a patient in traumatic cardiac arrest with catastrophic injuries. In the face of an incredibly complex and high-stress scene, they immediately went to work. They administered ACLS medications, initiated blood products, and continued aggressive resuscitative care while rapidly transporting the patient to Ben Taub Emergency Center.

What stands out about this case is not just the clinical skill displayed in the field, but the determination to give this patient every possible chance. In emergency medicine, both in the hospital and the field, we often measure success in terms of survival statistics and clinical outcomes. But those of us who work in this field know that success is sometimes measured in humanity providing dignity, compassion, and time for families during the most difficult moments of their lives.

The actions of this crew exemplify exactly what the Ben Taub Pre-Hospital Excellence Recognition Program was created to honor: exceptional clinical care, professionalism, and the unwavering commitment to patients in the most critical moments.

To the paramedics and leadership of Brazoria County ESD 3, please know that your work did not go unnoticed. Your skill, your perseverance, and your compassion made a difference not only for the patient, but for their family and for all of us who continue that care when you arrive at our doors.

Fire Apparatus Incident

Fire Apparatus Accident During Structure Fire Response

On the afternoon of , November 28, a Liverpool Tanker was involved in a vehicle accident while responding to a large structure fire in our area. Two Liverpool firefighters were in the apparatus at the time and thankfully sustained non-life-threatening injuries. They received medical care, and we ask that you keep them in your thoughts and prayers as they recover. No other injuries.

Multiple surrounding departments responded with mutual aid, providing critical manpower and water supply to help bring the fire under control. We are sincerely grateful for their assistance and coordination during this challenging response.

An investigation into the accident is underway, and we remain committed to a thorough review of the incident to ensure the continued safety of our crews and the public.

At Brazoria County ESD 3, public safety is our top priority. As we enter the holidas, please stay safe, remain alert, and take care of one another. Thank you for your continued support.

Alvin ISD Sports Medicine Teams and BCESD3

Brazoria County ESD 3 Hosts Various Local Sports Medicine Teams

On August 6th the Brazoria County ESD 3 EMS Division hosted the Alvin Independent Sports Medicine teams from Manvel High School, Shadow Creek High School, and Iowa Colony High School at our facility in Manvel.

It was the first time for the AISD Sports Medicine and BCESD 3 EMS to meet formally to share best practices for the treatment of sports related illnesses and injuries. We provided hands-on training with our sports medicine colleagues and showed them some of the state-of-the-art equipment that we use to treat our patients.

Brazoria County ESD 3 Holds Joint Press Conference With Gulf Coast Regional Blood Center

On September 30, 2024, Gulf Coast Regional Blood Center (GCRBC) and Brazoria County Emergency Services District No. 3 (BCESD3) held a joint press conference to announce a partnership to enhance medical care.

Beginning on September 30, 2024, BCESD 3’s emergency vehicles will be equipped with life-saving blood components, including red cells and plasma, ensuring these critical resources are available when time is of the essence.

In life-threatening situations, every second counts, and immediate access to blood components can significantly impact patient outcomes. Red cells are vital for transporting oxygen throughout the body, while plasma plays a crucial role in clotting and stabilizing blood pressure—both essential for trauma care. By equipping emergency vehicles with these blood products, BCESD 3 is enhancing its ability to provide swift, life-saving interventions.

The Press Conference began with a celebration of the first blood delivery. Speakers included BCESD3 EMS Chief, Tim Welch, GCRBC Vice President of Operations, Marc Lewis, Brazoria County Judge, Matt Sebesta, GCRBC Chief Medical Officer, Dr. Elizabeth Hartwell and BCESD3 Executive Director, Jeff Braun. Other attendees included local hospital executives, members of the both the GCRBC management team and the BCESD3 EMS staff as well as members of the BCESD3 Community Engagement Committee.

“We are thrilled about this partnership. This has been a goal of Chief Welch and our emergency medical services department for quite some time. Chief Welch, Deputy Chief Lammert and the entire EMS team have done a wonderful job in preparing and training to implement this program. The Board of Commissioners for the District have been very supportive and are excited that we can now offer this service to our community. We are the first in the county to implement a program like this but Chief Welch and his team are sharing our information and working with other local agencies to assist them in implementing their own programs,” stated Jeff Braun, Executive Director.

The celebration also included a blood drive that included 14 successful donors, with 17 units of blood collected, which can help save up to 51 patients in need.

Each Speaker mentioned the importance of the blood donors who make this program possible in the first place. Regular donations ensure that our community’s emergency services are equipped and prepared to respond swiftly.

Cadets from Local Fire Departments Participate in Live Fire Training

On May 11, 2024, cadets from Alvin, CR 143, Manvel Volunteer Fire Department, and Demi John fire departments attended a new recruit live fire training in Angleton at the BCFFA. The class began in January and will be completed in late May which will culminate in the cadets earning their SFFMA FF1 State Certification and will become valuable additions to the emergency responder crews serving their communities. We are looking forward to seeing these cadets in action.

Their attendance at this conference shows the teams commitment to continually improve themselves to help the community. Along with the BCESD3 leadership team, the Executive Director and Administration team members attended the conference to attend classes and seminars.

Brazoria County ESD 3 EMS Provides Stop The Bleed Kits to Manvel PD

Brazoria County ESD 3 EMS was pleased to present Captain McClain with Manvel Police Department with Stop the Bleed Kits which will be placed in their patrol vehicles. The kits are equipped with tourniquets and dressings specifically designed to stop life threating bleeding. The Stop the Bleed Kits were generously provided to BCESD 3 EMS by the East Texas Gulf Coast Regional Trauma Advisory Council.

Brazoria County ESD No.3 Opens New Station

Brazoria County ESD No. 3 Opens Station in Iowa Colony

On Saturday, December 2, 2023, Brazoria County Emergency Services District celebrated the opening of a new Fire/EMS Station in Iowa Colony. The new station will house Brazoria County Emergency Services District No. 3 Emergency Medical Services as well as the Iowa Colony Volunteer Fire Department.

The 12,500 square foot station was constructed on a 1.56-acre tract of land. It includes three pull through apparatus bays and living quarters for both the EMS staff and the Volunteers for Iowa Colony VFD.

“We are excited to provide the community with this new station, allowing for faster response times and additional opportunities for collaboration between the agencies. Brazoria County Emergency Services District is continuously working to provide the highest level of service while meeting the needs of the fast-growing communities we serve,” said Jeff Braun, Executive Director of BCESD3.

The BCESD3 EMS crew began staffing the facility on Monday, December 4, 2023, and the Iowa Colony Volunteer will begin operations from the new facility prior to December 15, 2023.

The celebration of the opening was held in conjunction with the City of Iowa Colony who opened their new City Hall and Police Department next door to the station. The event included Santa and Mrs. Claus, photos, cupcakes, and cocoa. BJ’s Brewhouse in Pearland generously provided pizza and sliders for the occasion.

Brazoria County Emergency Services District No. 3 is the political subdivision of the State of Texas, created by the voters to fund fire protection and emergency medical services. The District provides Emergency Medical Service and Fire Suppression to 650 square miles, serving a population of over 86,000. The district includes 4 Emergency Medical Service providers and 9 volunteer and municipal Fire Departments.

Savannah North Foundation Supports BCESD #3

Savannah North Foundation Donates to Benefit BCESD #3

The Savannah North Foundation has donated $30,327 to Brazoria County Emergency Services District No. 3 for equipment benefitting Brazoria County ESD3 Emergency Medical Services and Manvel Volunteer Fire Department.

The funds donated were for the purchase of Toughbook tablet computers, allowing first responders, both Fire and EMS to receive real-time information from collaborating agencies during a response. The grant also included funding for a Multi-Therapy IV Infusion Pump. This purchase ensures that all Brazoria County ESD 3 EMS Ambulances will have this onboard.

Over the last three years the Foundation her donated over $65,000 for the purchase of life saving equipment, ballistic vests, and station upgrades.

BCESD No. 3 EMS Raising The Bar

Brazoria County ESD No. 3, EMS Division is Raising the Bar

It is the mission of the Brazoria County ESD No. 3, EMS Division to provide the best service to the community, both operationally and clinically. To continuously “Raise the Bar,” the EMS Team has recently made significant changes to its operational and clinical initiatives. Under the direction of Medical Director, Scott Weisenborn, the EMS Division has enhanced the clinical training and added point of care initiatives that yield the best possible outcome for patients.

The District recently took delivery of stat-of-the-art Frazer ambulances, ensuring ambulance reliability for several years to come.

Other operational initiatives include the redevelopment of the Field Orientation Program (FTO). The Field Training Evaluation Program (FTEP) has taken the place of the FTO program. FTEP is a phased training program designed for the new clinician to progress from the role of an observer through skill use and directing care to an ability to function as a team leader on EMS responses. All new clinicians are required to complete a minimum of 384 hours of training. Included in the FTEP program is the Field Training Academy. The academy is a forty-hour classroom and field-based training program in which new EMS team members learn BCESD 3 operational processes, clinical procedures and participate in clinical and operational didactic and dynamic training.

Clinical Initiatives include annual cadaver lab training under the direction of the Memorial Hermann Life Flight team. EMS staff are required to perform our low frequency, high risk procedures which is part of their Annual Competency Evaluation testing.

“Annual Cadaver lab training is something we feel is well worth the investment. This training is superior to simulation training and will improve the skills of our clinicians, providing better outcomes for our patients. Our partnership with the Memorial Hermann Healthcare System and Memorial Hermann Life Flight gives us the opportunity to access world class training. The newest training endeavor with Memorial Hermann will give our Paramedics the ability to shadow Dr. Christopher Stephens who is the Director of the Trauma Anesthesiology Division for UTHealth. This high level of training is not available to many EMS providers and is something that sets our division apart from other services,” said Brazoria County Emergency Service District No. 3 EMS Chief, Tim Welch.

Additionally, the EMS Division has recently updated their Patient Care Guidelines. The clinical enhancements in the Patient Care Guidelines enable clinicians to provide cutting edge clinical care including a multimodal pain management regimen, new medications to treat patients in septic shock, and antibiotic therapy for patients with open fractures. In addition, the clinicians are now using IV pumps purchased through a grant from the Savannah North Foundation that will aid in administering the new medications.

Future goals of the clinical leadership team are to add mechanical ventilators to the ambulances as a clinical enhancement. Additionally, Point of Care Ultrasonography (POCUS) and the administration of blood products will be used by EMS Captains/Field Supervisors in the future to enhance patient care.

Spotlight: Angleton Fire Department

Since 1928, the Angleton Fire Department (AFD) has protected the citizens of Angleton, TX. Their response area covers 125 square miles with an estimated population of 31,000 people, rural and city. AFD is one of the largest service providers in Brazoria County Emergency Services District No. 3. AFD is a combination fire department with over 37 volunteer firefighters with five paid firefighters that staff during the day. Firefighters respond to over 850 calls annually from three fire stations.

Mission Statement

The Angleton Fire Department will strive to provide the citizens of Angleton with the highest quality emergency response possible. We will serve the community tirelessly through training, education, prevention programs, integrity, performance excellence, and professionalism.

AFD participates in a variety of community outreach events throughout the year. The department educates over 2,500 children on fire safety and escape planning as a part of their fire prevention efforts. AFD participates in the annual Guns & Hoses Cookoff fundraiser for Angleton Firefighter’s Association and Angleton Police Officers Association. And AFD members also participle in Fill The Boot fundraiser to raise money for the Muscular Dystrophy Association.

Fire Chief Scott Myers

The AFD Fire Chief, Scott Myers, brings knowledge and experience to the department. He currently works full-time as Industrial Firefighter/ EMT for Dow Chemical in addition to his responsibilities as fire chief with the department. “I joined the fire department 23 years ago and worked my way through the ranks. I’ve loved it ever since and I give it 110% percent”, Chief Myers said.

“I truly admire the heart and dedication of our firefighters they put in the hours and work, they get up in the middle of the night to run calls to serve our community. Without the dedication of our members, we would not exist as a Volunteer fire department.”

Brazoria County Drought Conditions and Fire Risk

Brazoria County continues to experience record high temperatures and worsening drought conditions. A burn ban was issued for the unincorporated areas of the county on June 23rd due to the hot, dry conditions. According to the Texas A&M Forest Service, 226 counties in Texas have active burn bans in effect. BCESD No. 3 is encouraging our community to remain aware of the ongoing fire risk and potential for extreme fire growth.

Persistent and intensifying drought conditions in June and mid-July have produced dangerous fire behavior conditions across the state of Texas. Drought can be a contributing factor to wildfire. Dry, hot, and windy weather combined with dried and more flammable vegetation can increase the probability of large-scale wildfires. The potential for routine outside fires to grow into significant life-threatening fires is a growing concern for firefighters.

As a homeowner, you are not powerless in your defense against wildfires. By taking a proactive approach to wildfire prevention, you can significantly increase your safety and your home’s likelihood of survival during a catastrophic wildfire event. Plan, prepare and practice before a wildfire occurs. Download a wildfire safety checklist provided by FEMA/ US Fire Administration below.

The Brazoria County Fire Marshal’s Office has warned the public that hot and dry conditions can set the stage for potential severe fires. The burn ban prohibits outdoor burning. Violations of the burn ban order include burning any combustible material outside of an enclosure, serving to contain all flames and/or sparks, or ordering such burning by others. Contained BBQ pits and grills are permitted, but open flame pits are not allowed. Any violation of this Order is a Class C Misdemeanor, punishable by a fine.

Brazoria County Emergency Services District No. 3 (BCESD 3) has developed a comprehensive strategic plan to ensure that EMS operations continue to meet the needs and expectations of the community for years to come. The mission of BCESD3 is to safely deliver the highest quality of emergency care through operational excellence, expertise, and innovation with compassion, integrity, and dedication. Furthermore, to be the leading response organization that provides the highest level of care, education, and injury prevention to our community.

“This project intends to provide the district with a systematic, comprehensive approach to evaluate the community needs and expectations, identify strategic priorities, and define a timeline for critical action and resource needs," EMS Chief Timothy Welch said. “The strategic plan for EMS operations also includes additional recommendations about the level of district involvement in those operations and opportunities for optimizing cost-effective service delivery.”

BCESD3 has identified six initiatives to assist the district with ensuring it is adequately prepared for future growth. These include technical competence, funding, staffing, communication, physical resources, and public outreach. Strategic planning is a collaboration between the Board of Commissioners, Executive Leadership Team, Community EMS Focus Group, and the Strategic Planning Team for EMS Operations in BCESD3.

Technical Competence Initiative
To conduct an internal analysis of staffing needs and deliver a completed analysis to all service providers, assess credentialing, and develop recommendations for a consistent credentialing process.

Funding Initiative
Develop a cooperative purchasing system and provide recommendations for the development of a procurement plan and evaluate alternate funding resources for growth and system expansion.

Staffing Initiative

Long-Range Staffing Planning and Implementation

Develop a long-range staffing plan and provide recommendations for an improved staffing model, develop long-range professional development and succession plan to improve staff retention, and develop leadership development plans and programs.

Communications Initiative
Develop and sustain an EMS strategic planning process, research improvements to the dispatch process, and improve internal communication processes and transparency.

Physical Resource Initiative
Develop a long-range capital plan for facilities, apparatus, and equipment.

Public Outreach Initiative
Improve public education and community outreach and improve interagency cooperation.

A Conversation with Commissioner Darrell Valusek

President Darrell Valusek has served on the Brazoria County ESD No. 3 Board of Commissioners since 2007. Valusek is a lifelong resident of Iowa Colony and a lifetime member of the Iowa Colony Fire Department and brings his Fire Protection and EMS experience to his position on the ESD Board of Directors.

Commissioner Valusek served with the Brazoria County Sheriff’s Office for 30 years and is a certified Master Police Officer. Additionally, Commissioner Valusek previously served as the President of the Brazoria County Firefighters’ Association.

In his downtime, Commissioner Valusek enjoys spending time with his two daughters and three grandchildren and is a faithful member of New Hope Church.

Response times and fire protection service are priorities for Commissioner Valusek, working to ensure the safety of residents throughout Brazoria County. “I have seen many changes to the county over the past 35 years and it is my pleasure to work with my fellow commissioners to see that the district continues to meet the growing needs of the citizens.”

“These officials exhibit qualities consistent with those of the MPA Program: trust, accountability, performance, ethical decision-making and crossing jurisdictional boundaries to solve problems. We are honored to have them recognized as distinguished public officials,” Director James Thurmond said.

Each year, the MPA Program recognizes elected officials at the Public Official of the Year luncheon. These local changemakers exemplify strength in ethical decision making; a commitment to the welfare of citizenry by reaching beyond personal, professional and political motives; and an innate ability to encourage and maintain supportive relationships across jurisdictional boundaries.

The 2022 honorees are as follows:

MPA Pioneer of Service Award Winner: Jack Cagle is the county commissioner of Harris County. He has spent 30 years serving the residents of Harris County as an attorney, an elected judge and now as county commissioner in his third term. As judge of Harris County Civil Court at Law No. 1, he earned high ratings from the Houston Bar Association and received numerous awards from legal, business, political and community groups. He was elected by his peers to be president of the Texas Association of County Court at Law Judges.
Public Official of the Year Recipient: John Baumgartner serves as city manager of League City where he is responsible for city operations per policies set by the City Council. With over 30 years of local government experience in Texas, Baumgartner is an innovative leader with a track record of transparency, collaboration and the ability to get things done. He was designated as a national Public Works Leadership Fellow by the American Public Works Association and as a credentialed manager by the International City/County Management Association. He is a Texas registered professional engineer and has a B.S. in civil engineering from the University of Idaho.
Public Official of the Year Recipient: Carol Ellinger Haddock serves as director of public works at City of Houston: As the director of the largest American Public Works Association accredited agency in the nation, Haddock has led almost 4,000 employees in water and wastewater systems, street and storm drainage systems and regulation of development since 2017. Under her direction, Houston Public Works has moved forward from Hurricane Harvey, set records for treatment of drinking water, reduced environmental impacts in both the wastewater and stormwater systems, maintained a next-business-day pothole repair program and supported more than $6 billion in development. She is a Texas registered professional engineer with a degree in civil engineering from Rice University and an MPA from the University of Houston.
Public Official of the Year Recipient: Mike Loftin serves as assistant city manager for finance at City of Galveston. In his 48-year career, Loftin has served five cities: Houston, Shreveport, Pasadena, League City and Galveston. He has helped the city pass a bond election, mitigate the financial impact of COVID-19, settle a major Hurricane Ike lawsuit and strengthen its pension funds and reserves. He began in 1974 as an intern with Houston’s city controller, Leonel J. Castillo. He served as Houston’s assistant director for finance under Mayor Kathryn J. Whitmire. He developed innovative sales tax models that explain the most volatile of all revenue sources. He has a degree in political science and an MPA from the University of Houston. He also taught the public budgeting class in UH’s MPA program for 27 years.
Public Official of the Year Recipient: Tim Welch serves as district EMS chief of Brazoria County Emergency Services District No. 3. Welch began his EMS career as a volunteer with Sweeny VFD in 1986 then became a volunteer with Angleton Area Emergency Medical Corps. He is a National Registered Paramedic, certified flight paramedic and a certified medical transport executive with over 35 years of experience in EMS and 29 years of experience in the air medical industry. He has volunteered and worked for several EMS agencies in the greater Houston area, served as a committee member for the Texas Department of Health Services, Governor’s EMS and Trauma Advisory Council, Air Medical Committee and as a VP for the National Flight Paramedics’ Association. He is a former senior flight paramedic and clinical educator for Memorial Hermann Life Flight and a former program manager for Air Medical Group Holdings, the largest independent air medical transport provider in the United States.

Brazoria County Emergency Services District No. 3 is urging New Year’s Eve revelers to be safe and “have a plan,” to get home safely without drinking and driving after celebrating the new year.

“You can be doing everything right and still be hit by a drunk driver," said John McNamee with Mothers Against Drunk Driving. “It can injure you. It can kill you, and create lots of havoc and lots of carnage, and drunk driving is a choice. Someone made a choice to do that.”

Don’t drink and drive

If you plan on drinking to celebrate the holidays, make sure you plan your ride or accommodations such as a ride share. Drunk driving is illegal and entirely preventable with the right planning.

Buckle up

When traveling, make sure you and your family members buckle up. Roughly half of Texas roadway fatalities last year involved a victim who was not wearing a safety belt.

Get plenty of rest

If you’re commuting a long way for a holiday get-together, make sure you’re well rested or that you can switch with another driver when you start feeling fatigued. Recent studies have shown that driving while tired can be just as dangerous as driving drunk.

Obey the rules of the road

Whether you’re in your hometown or in a new city or state, always obey the rules of the road and river safely according to the present conditions.

BCESD 3 Takes Possession of Three EMS Ambulances from Frazer Ltd.

Brazoria County Emergency Services District No. 3 (BCESD 3) accepted their order of three (3) ambulances for the EMS Division today.

The BCESD 3 EMS Division’s aging fleet was in desperate need to be augmented by the state-of-the-art Frazer ambulances. As stated by Fire Chief Osborn from Danbury EMS, “This has been a long time coming. We have needed new ambulances for over five years, and this will allow us to pull older apparatus out of service to make necessary repairs and extended maintenance.”

Frazer Ltd. was started locally in Houston in 1956, and it is important that these ambulances were able to be fulfilled from a Houston-based, proven vendor. “Local manufacturing means local support and maintenance, and keeping our taxpayers’ money local for this purchase,” said Chief Welch.

Frazer Ltd. began by making utility and wireline trucks for the oil and gas industry, but in 1982 branched out into building emergency services vehicles, and coordinated with Houston Fire Department Captain Ron Champagne on the original prototype EMS vehicle. Frazer Ltd. continues to be an innovative company to the present.

Frazer received the order in March of 2021, and the Frazer team has been working diligently to build the ambulances and have them ready for delivery by Christmas. With members of the Danbury and BCESD 3 EMS teams alongside BCESD 3 Commissioners, the Frazer team rolled out the red carpet to present the finished ambulances for an exited, and notably emotional, reception by all. “This has been a lot of hard work and effort, especially by Chief Welch. He has had a partnership with Frazer for a long time, and they have been good to the District, “said BCESD 3 Commissioner and Board President, Darrell Valusek.

The ambulances BCESD 3 have purchased were designed to be tech-forward and crew-safe. The ambulances are painted in a high-visibility white color, to be easy to identify at night or in poor visibility conditions. Other safety/efficiency features include:

Lowered carbon footprint
No generator on board
All gear behind cabinet doors to prevent flying dangers during an accident or rollover
Four-point harnesses for crew positions
Elimination of all head-strike zones by efficiently utilizing space
Efficient and improved lighting inside and out

Two of these ambulances will further help BCESD 3 EMS service the District needs as a whole, and will be housed at the Manvel and Lakes of Savannah stations, while the third will be used exclusively by Danbury EMS.

BCESD 3 - Christmas Tree Fire Safety

It’s that time of year again where Gulf Coast residents have set up their trees for hanging lights and ornaments upon, stacking presents under, and curling up near with some hot cocoa or a warm drink.

Christmas trees are a time-honored tradition, but down here in the South they can also be a major fire hazard if not properly watered or attended. The primary tip for holiday safety with live trees is always water, water, water. Make sure your tree is watered daily and check it at least twice daily to confirm. To that end, Brazoria County Emergency Services District No. 3 (BCESD 3) and the National Fire Protection Association (NFPA) would like to share some holiday safety tips for residents of the District.

Did you know that Christmas trees alone result in 13 million dollars, annually, in property damage? More importantly, these fires present real risk towards family and friends. When showcasing a live tree in your home, the combination of tree dryness, electrical malfunctions with lights, and poorly located heating sources can make for a deadly combination.

Fresh trees are less likely to catch fire, so look for a tree with vibrant green needles that are hard to pluck and don’t break easily from its branches. The tree shouldn’t be shedding its needles readily.
Always place your tree away from heat sources like fireplaces, radiators, candles, heat vents or lights, and keep the tree base filled with water to avoid a dry out.
Make sure all your indoor and outdoor Christmas lights have been tested in a lab by the UL or ETL/ITSNA for safety and throw out any damaged lights.
Any lights you use outdoors must be labeled suitable for exterior placement and be sure to plug them into a ground-fault circuit interrupter protected receptacle.
Keep all your holiday candles away from your Christmas tree, surrounding furniture and décor.
Bedtime means lights off! Don’t forget to turn your Christmas tree lights off each night.

When your tree begins to drop its needles, it’s time to say goodbye to your evergreen foliage until next year. So this year, follow our guidelines to avoid being another statistic in the National Fire Protection Association or United States Fire Administration report during the upcoming holiday season.

A Conversation with Commissioner Matt Glaves

Matt Glaves has been a resident of Brazoria County since 1979 and he has spent 40 years as an employee of Blue Bell Creameries in Alvin where he worked his way up from driving a truck to his present position of sales manager.

Glaves is a busy family man who spends his free time with his nine grandchildren. Despite his busy work schedule and the demands of family, Glaves has always found time to give back to his community.

Glaves is currently a volunteer firefighter with the Alvin Volunteer Fire Department, a position he has held for over 30 years. He is also a state-certified investigator and advanced firefighter with the Texas commission on Fire Protection. Glaves is also certified as a master firefighter with the State Firefighters’ and Fire Marshals’ Association of Texas. Organized in 1876, SFFMA is Texas’ oldest and largest fire association. Glaves shares his decades of knowledge with other firefighters by teaching a class on fire behavior every summer at Texas A&M University.

It was Glaves’ involvement with Alvin VFD that prompted him to walk door to door to collect signatures from his friends and neighbors to get the creation of Brazoria County Emergency Services District No. 3 on the ballot for voter approval in order to form the district.

Glaves has been a Brazoria County Emergency Services District No. 3 Commissioner since 2007 and he uses his knowledge and experience as a volunteer firefighter to make the best decisions for the District.

“I have worked my way up for 40 years at Blue Bell. I started on a truck and I manage a huge operation with about 55 employees underneath me. The hardest year I ever worked was trying to place workers after the voluntary product recall when we were furloughed. It was so humbling that the public still wanted our product after all the bad press we received. The fire service is the same way. This is a business and it’s all about our business. We may not all get along but we should always work together as a team for the betterment of our community. That is what I believe,” said Glaves.

The two most pressing issues facing the District are the decrease in revenue from EMS and the challenge of recruiting and retaining qualified volunteers for the fire departments within the District. It is increasingly difficult to find volunteers who have the time to serve, the physical stamina required of the job, and the mental stamina to deal with the realities of the profession.

“We show up on your worst day. There’s no doubt about it. It’s your worst day but we have to stay calm under pressure especially when children are involved,” said Glaves.

One way Glaves has been able to attract more volunteers is by offering a pension to volunteers. The idea of a pension is tailored for people who don’t work for a company that offers a 401(k) and was implemented as a tool to recruit volunteers such as shift workers who are able to make the time commitment to volunteering.

Glaves is also focused on the financial health of the District. Prior to Glaves’ appointment as a Commissioner, the District had been on a spending spree and there was a considerable amount of apparatus that needed to be paid off. By being financially stable, the District has been able to provide new apparatus, life safety equipment, and funding of the volunteer pension program.

“I remember when Rosharon VFD couldn’t afford to fix a flat tire on one of their apparatus and I also remember when Liverpool VFD had to pass the hat to collect money to purchase fuel for one of their apparatus following a fire,” said Glaves.

Glaves envisions positive growth for BCESD 3 as Brazoria County’s population continues to increase.

“The expansion of 288 and the Grand Parkway coming through Brazoria County will bring businesses and residents to our area and I hope we’re ahead of the curve on the planning. The nice thing is that the entire fire service has been so diligent with fire prevention that we shouldn’t have the issues we had decades ago with regard to the construction of homes,” said Glaves.

Glaves encourages members of the community to get involved with one of the fire departments within BCESD 3 and pointed out that volunteering is a great way for college students to enhance their appeal to future employers.

“There is mutual respect and admiration among firefighters. It’s the unwritten rule that you take care of your own and when you have something extra you share it with others. Firefighting is a community and membership in that community is something you can’t buy,” said Glaves.

Liverpool VFD to Host Eat, Drink and Be Scary this Saturday at 5 p.m.

The community is invited to Liverpool Volunteer Fire Department’s Eat, Drink and Be Scary Halloween Party on Saturday, October 30th at 5 p.m. at the Liverpool Volunteer Fire Department, 2219 6th Street.

The event will feature hot dogs, drinks, and candy and there will be a children’s costume contest with three categories: the scariest costume, the most original costume and the cutest costume. Winners in each category will receive a gift card. There will also be a hayride.

“The Eat, Drink and Be Scary Halloween Party is a great opportunity for the community to come out and meet the LVFD volunteer firefighters and to learn more about the department,” said LVFD Fire Chief Jessica Robledo.

The Liverpool VFD developed the Eat, Drink and Be Scary Halloween Party as an event for the children of Kidz Harbor in Liverpool.

Kidz Harbor was founded in March 2003 by the late Rev. Jim H. Green with the mission of helping the abused and abandoned children of Texas. Kidz Harbor is a 501(c)(3) non-profit and is licensed and regulated by the Texas Department of Family and Protective Services.

Kidz Harbor offers medical, physical, educational, and psychological assistance to every child who enters its doors. It provides recreational activities such as skating, bowling, swimming, basketball, and fishing for its children. Since its opening, Kidz Harbor has achieved its original foundation goal by successfully servicing hundreds of children.

“The fire department is proud to partner with Kidz Harbor to provide an opportunity for the children to enjoy the Halloween festivities and to have a fun time in a safe environment,” said Robledo.

Brazoria County Emergency Services District No. 3 Passes Financial Audit with Flying Colors

The Brazoria County Emergency Services District No. 3 (BCESD 3) was recently audited by the accounting firm of McCall, Gibson, Swedlund, Barfoot, PLLC and received a “clean audit” from the auditors. The audit opinion stated the financial statements present fairly, in all material respects, the respective financial position of the governmental activities and major fund of the District as of December 31, 2020.

“As Executive Director of Brazoria County ESD 3, we are proud of our record in maintaining a healthy financial position as indicated by the ‘clean audit’ the District received from the auditor,” said Jeff Braun, Executive Director of BCESD 3.

Following a report by Julia McCain with McCall, Gibson, Swedlund, Barfoot, PLLC; a motion was made by BCESD 3 Commissioner Matt Glaves and seconded by BCESD 3 Commissioner Andy Bouse. There was unanimous approval for acceptance of the audit by the remaining BCESD 3 commissioners.

When the board asked if the auditor had specific concerns related to internal controls, the auditor representative said none were noted during testing.

The audit report indicated that assets as reported had increased from 2020, and no corrective actions were recommended.

“Financial accountability and stewardship of public funds is of utmost importance to the commissioners of Brazoria County ESD 3 and the District is honored to receive a ‘clean audit’ from the district’s accounting firm,” BCESD 3 Board President Darrell Valusek.

BCESD 3 Presents Light Rescue Truck to Liverpool VFD

Manvel, TX – Brazoria County Emergency Services District No. 3 (BCESD 3) presented a 2020 Ford F-350 that will function as a Light Rescue Truck to the Liverpool Volunteer Fire Department on Thursday, May 27 ^th .

“Once again, the commissioners of Brazoria County Emergency Services District No. 3 have provided apparatus to another fire department within our district. We are excited to present the light rescue truck to Liverpool VFD and we know the apparatus is a much-needed piece of equipment that will serve the citizens of Liverpool for years to come,” said Jeff Braun, Executive Director of BCESD 3.

The light rescue truck was recently converted from use as a brush firefighting apparatus. The light rescue truck is equipped with self-contained breathing apparatus (SCBA); hydraulic vehicle extrication tools; vehicle stabilization struts; flashlights; hand tools including axes, pry bars, and multi-purpose tools; fire extinguishers; and LED scene lighting for night-time incidents. The equipment is mounted on a heavy duty roll out tray mounted to the bed of the truck for quicker and easier access by firefighters.

“We, as commissioners, recognize the challenge to balance the needs of our fire departments with fiscal responsibility and were proud to have been able to save funds by converting the light rescue truck from its previous use as a brush firefighting apparatus,” said BCESD 3 President Darrell Valusek.

In addition to its capabilities as a light rescue truck, the new apparatus will also serve as a personnel transportation vehicle to deliver more firefighters to emergency scenes. The current LVFD apparatus are limited to carrying a maximum of two (2) firefighters to an emergency scene whereas the new vehicle can accommodate up to five (5) firefighters.

“Liverpool VFD is excited to receive our new light rescue truck and will make sure the new piece of equipment along with its collection of lifesaving tools will be put to use in service to our community,” said Liverpool VFD Chief Jessica Robledo.

The light rescue truck is powered by a diesel engine and equipped with four-wheel drive to allow better access to off-road scenes. The light rescue vehicle will be housed at the LVFD station and should start to respond to emergency calls beginning in June according to Chief Robledo.

The Brazoria County Emergency Services District No. 3 (BCESD 3) Commissioners took action on several items that will have a tremendous impact on the emergency services provided to the residents of BCESD 3.

"The commissioners and staff of BCESD 3 are always working to improve the quality of life with regard to public safety and emergency services for the residents of our district," said Jeff Braun, Executive Director of Brazoria County Emergency Services District No. 3.

Of particular note was the approval of plans for a new fire/EMS station in Iowa Colony that will improve the fire department's response time in the rapidly growing Iowa Colony area. In addition to housing fire apparatus, the station will also be home to a BCESD3 EMS unit which will reduce EMS response times to the Iowa Colony area.

“This new station has been on our radar since 2019 and it’s important to our community and especially the 288 corridor. We’re happy to be moving forward with the new station considering the exponential growth of our community including the addition of a new high school. The BCESD 3 commissioners are honored to be able to do the work to deliver the level of services our community expects and deserves,” said BCESD 3 President Darrell Valusek.

The BCESD 3 commissioners also took action relating to the construction, improvements, renovations and repairs of emergency services facilities including the selection of design professionals, designation of delivery methods, establishing budgets, soliciting proposals for services, selecting contractors, approving expenses, and finance arrangements.

Also at last week's meeting, Tim Welch, Chief of Brazoria County Emergency Services Distrct No. 3 Emergency Medical Service, announced that all BCESD 3 EMS command staff are now certified as Basic Life Support (BLS) instructors.

"The BLS instructor certifications will allow our team to offer CPR instruction to our community and to our fire and law enforcement partners. Evidence illustrates that patients who receive bystand CPR have a much better prognosis/survival rate than patients who do not receive CPR prior to our arrival on the scene," said Welch.

Iowa Colony Fire Department Receives New Fire Engine

The Iowa Colony Fire Department recently took delivery of a 2021 Pierce Saber fire engine through a purchase made possible by Brazoria County Emergency Services District No. 3. (BCESD 3). The new engine, designated as Engine 2101, is a fully capable engine that will also see use as a tanker and for rescue situations.

“Brazoria County Emergency Services District No. 3 is proud to have been able to deliver Engine 2101 to Iowa Colony Fire Department and we know the new apparatus will be put to good use as Iowa Colony’s population continues to grow,” said Darrell Valusek, President of Brazoria County Emergency Services District No. 3.

Engine 2101 is capable of carrying five (5) firefighters including the driver/operator and should see a useful lifespan of approximately 20 years.

“This new engine has everything we need for now as Iowa Colony continues to see substantial population growth,” said Iowa Colony Fire Chief Steve Bynum.

Engine 2101 will join Iowa Colony’s current apparatus, Engine 2121. Chief Bynum explained that the department chose to purchase an almost identical unit for standardization with regard to the pump panels and apparatus design to make it easier for Iowa Colony’s volunteers to learn and operate the two engines.

The purchase of Engine 2101 was made possible with funds in the amount of $325,000.00 from Brazoria County Emergency Services District No. 3 along with a grant in the amount of $225,000.00 from the Texas Forestry Service.

Engine 2101 will carry approximately $40,000 worth of lifesaving equipment when it is fully outfitted. It is equipped with Whelen LED emergency lighting and a Federal Signal Q2 siren in addition to a regular siren and airhorn.

Engine 2101 is also equipped with a deck gun with a foam nozzle that allows firefighters to fight fires from a distance when conditions are not safe for firefighters to get close to a fire. The engine carries 1,000 gallons of water and 25 gallons of foam and has a pump that is powerful enough to drain the water tank in two minutes.

Chief Bynum pointed out that using a combination of foam and water makes firefighting more efficient because the addition of foam to the water supply prevents the water from “running off” of the surface it is being applied to.

The Iowa Colony Fire Department covers an area south of Highway 6 to FM 1462 and from the Fort Bend County line to Manvel. The Department advances public safety through its fire prevention, investigation and education programs. The timely delivery of these services enables the ICVFD to make significant contributions to the safety of Iowa Colony and surrounding areas.

BCESD 3 Sponsors Recruitment & Retention Coordinators Certification Course

This past weekend a highly anticipated training class was held at the Angleton Volunteer Fire Department’s main fire station.

The two-day Recruitment & Retention Coordinators Certification Course (RRCCC) was presented by a team of instructors from the International Association of Fire Chiefs, Volunteer Workforce Solutions Group.

The RRCCC training has been presented throughout the United States since 2016 and has proven to be very successful in increasing the number of new volunteers serving with volunteer fire departments.

During 2019 and early 2020, there were 14 RRCCC classes conducted with 157 students receiving certification.

“During a monthly BCESD 3 Board Meeting last summer, I was directed to seek more effective ways to recruit volunteers into the various volunteer fire departments within the District. I had discussions with several fire chiefs in the area and it was suggested that I look into the IAFC RRCCC class,” said Dan Key, BCESD 3 Fire Specialist.

The RRCCC Program Manager, Spencer Cheatham, suggested presenting the course live in Brazoria County. Cheatham, from Virginia, and three additional instructors from Texas, New York, and Connecticut presented the class March 27 ^th and 28 ^th and adhered to a strict CDC COVID-19 procedure. Key acted as a course liaison as well as the COVID-19 protocol venue representative responsible for enforcing the COVID-19 protocols.

Due to COVID-19 restrictions, the class size was limited to a total of 24 attendees. A total of 19 students attended the course.

“I was very impressed with the level of participation by all 19 of the students who attended the class and I really appreciate the assistance of Angleton VFD Chief Scott Meyers for providing the venue as well as hosting a networking dinner on Saturday night for the students and course instructors,” said Key.

The course was partially paid for by a grant from the Texas A&M Forest Service.

Lunch and refreshments were provided on both days by Siddons-Martin Emergency Group, an authorized dealer for Pierce Manufacturing; Oshkosh Aircraft Rescue and Firefighting; Braun, Crestline, Demers, Road Rescue, and Wheeled Coach ambulances; and Skeeter Brush Trucks.

Opening remarks were delivered on Saturday morning by BCESD 3 Commissioner Frank Hagdorn who thanked the volunteers for their dedication and attendance.

“I have been a fire service instructor for over 40 years and I must say this course was extremely informative and I believe it will pay many dividends to the area’s volunteer fire departments to address the critical need for volunteers as we see diminishing volunteerism in our society,” said Key.

Iowa Colony Volunteer Fire Department Receives New Brush Truck from Brazoria County Emergency Services District No. 3

The Iowa Colony Volunteer Fire Department recently took delivery of a 2020 Ford F-350 extended cab four-wheel drive brush truck through funding from Brazoria County Emergency Services District No. 3 (BCESD 3). The new brush truck, Brush 1, replaces a 2009 flat-bed brush truck that has been placed in service as Reserve Brush Truck 1 (RBT-1) with BCESD 3.

“Brazoria County Emergency Services District No. 3 is proud to have been able to deliver a new brush truck to Iowa Colony Fire Department and we are honored to continue to partner with Iowa Colony in the protection of the lives and property of Iowa Colony residents,” said Darrell Valusek, President of Brazoria County Emergency Services District No. 3.

Brush 1 is Iowa Colony Fire Department’s primary response vehicle to grass and trash fires with a capacity to carry five firefighters. Brush 1 has a water tank capacity of 225 gallons and a Class A foam tank capacity of 5 gallons. The vehicle’s water pump has a capacity of pumping 200 gallons per minute. The hose equipment on Brush 1 includes 100’ of flat lay forestry hose, 50’ of 1” hose on a fire hose reel with electric rewind, two 6’ 1” whip lines with a flow capacity of 10 to 40 gallons per minute each, and two front bumper-mounted ground sweep nozzles with a flow capacity of five to 15 gallons per minute. Brush 1 also has electric wench mounts on the front and rear.

“Iowa Colony Fire Department is excited to put our new brush truck into service and we are thankful to BCESD 3 for providing the equipment to help us help our community,” said Steve Bynum, Fire Chief of Iowa Colony Fire Department.

Brush 1 was manufactured by Southern Fire Apparatus. Brush 1 will be part of BCESD 3's comprehensive district apparatus plan which will result in significant savings to the district over the long term through the use of a modular build out and reuse of components. The plan will include a process of remounting existing components such as “slip-in” units and flat-bed units onto new chassis which will reduce the costs of purchasing new brush trucks in the future.

What is an ESD?

An Emergency Services District (ESD) is a grassroots government created by voters in an area to fund fire protection, emergency medical services, or both. More than 300 districts are operating in Texas, and more are added at almost every uniform election date.
Under the Texas Constitution, ESDs may levy a tax rate of no more than 10 cents per $100 of property value in their district. For a home on the tax rolls at $150,000, that’s an annual tax of $150, or $12.50 a month.
Residents of an area may petition for an election to create an ESD. The county receives the petition for creation of an ESD, and the county commissioners court holds a hearing on the matter. If the commissioners court finds the district is “feasible and will promote the public safety, welfare, health and convenience” of residents of the proposed district, it will grant the petition for an election.
Once an ESD is approved by the voters, the commissioners court appoints five members to the ESD Board of Commissioners to serve staggered, two-year terms. (In ESDs that cover territory in more than one county and in Harris County, Boards of Commissioners are elected.)
An ESD board may be required to submit several reports. If requested by the commissioners court before Dec. 31, a written report is required no later than Feb. 1 to the commissioners court “regarding the district’s administration for the preceding calendar year and the district’s financial condition.”
A district located in only one county must prepare and file an audit of the district’s fiscal accounts and records by June 1 each year. The county auditor, with approval of the commissioners court, shall adopt rules relating to the format of the audit and report.
The 82nd Legislature passed Senate Bill 917, which requires that members of ESD Boards of Commissioners receive education in government operations. In a two-year period, ESD commissioners must receive six hours of training, certified by a public institution of higher education. The requirement is modeled after the training required of county judges and commissioners. If an appointed ESD commissioner fails to complete the training, the commissioners court may remove the ESD commissioner. If an elected commissioner (or one appointed to fill the vacancy of an elected commissioner) fails to complete the training, he/she is subject to removal under the Local Government Code.
SB917 also resulted in the following:
An ESD commissioner may serve on the boards of overlapping ESDs without running afoul of conflict-of-interest provisions of the law.
An ESD board may not set the tax rate for a fiscal year before the date the board adopts a budget for that fiscal year.
When a district located in a single county fails to complete and file an audit report (or a county auditor has not been requested to complete the audit) by Sept. 1, the president and treasurer of the board are automatically removed.
Distinctions between ESDs organized under Chapter 775 and Chapter 776 (Health and Safety Code) were eliminated. Chapter 776 of the Health and Safety Code (for ESDs in counties of 125,000 or less) was repealed, and all ESDs are operating under Chapter 775 .
